PurposeTo support the Governance and SMCR Lead and the wider Co-op Funeralcare 2nd Line Risk and Compliance team, (with main focus on Co-op Funeral Plans Limited), in ensuring ongoing compliance with regulation. Managing the effective oversight of control execution and driving forward departmental goals trough governance.

Contribution

SMCR

  • Support the Governance and SMCR Lead to ensure compliance with regulation and internal processes.
  • Supports the SMCR forum to inform on rhythm and routine MI, risks, issues and mitigations so the Funeralcare MD can keep close to the detail around how their prescribed activities and any issues are managed in a timely manner.
  • Supporting the roll out of any SMCR policy changes to ensure risk controls, relevant training and colleagues are updated, and the change is embedded. 
  • Drive compliance through MI and in-depth knowledge of process management and a foundation knowledge of continuous improvement techniques.
  • Supports the Governance and SMCR Lead to ensure all role profiles relevant to CFPL are aligned to SMCR and regulation. 
  • Support in oversighting the recruitment and onboarding process for identifying and managing SMF roles is appropriate and operating compliantly.
  • Supporting the SMFs in the deployment of their Reasonable Steps Frameworks and annually reviewing the framework. 
  • Supporting the coordination of new SMF applications– working with the senior stakeholders and other relevant parties to ensure the application is submitted correctly and in the appropriate timescales.
  • Supporting the compilation and submission of the management SMF FCA forms to the FCA in conjunction with the Risk and Compliance function.
  • Feed into departmental prioritisation and highlight team and process development opportunities.
  • Supporting the handover between leaving and joining SMFs to ensure the responsibilities are appropriately handed over and this is documented and logged and managing the exit process.
  • General oversight of the certification population including monitoring data relating to their fitness and propriety assessments to ensure they are being completed on time and outcomes are being managed appropriately and part of the panel to consider exception cases. If issues are identified, engage with relevant teams to ensure they are being resolved and root causes analysed.    
  • Support line managers with any queries around completing attestation and ongoing support for any concerns raised outside the annual assessment period.
  • Assist the maintenance and timely upload of data onto the FCA directory.
  • Supporting to ensure the recruitment and onboarding process for identifying and managing certification roles is appropriate and operating compliantly.  
  • Support the oversight / delivery of the Certification Function leaver process. 
  • Oversight and internal reporting of conduct rule adherence, including training, liaising with the Risk and Compliance team on conduct rule breaches. 
  • Supporting the compilation and delivery of the annual conduct rule breach reporting.  
  • Ensuring that CFPL has the appropriate licenses, permissions and waivers to operate in its intended markets, ensuring that appropriate individuals are approved by the FCA.
  • Ensuring CFPL employees and NEDs receive and complete appropriate regulatory education on their regulatory responsibilities. 

Governance

  • Facilitate co-ordination of the Risk & Compliance submission for the Executive Risk and Compliance Committee (ERCC).
  • Secretary for ERCC, ensuring maintenance of the forward agenda and agenda agreement, liaising as appropriate with Deputy Chair and Board Risk and Compliance Committee (BRAC) Secretariat. 
  • Timely issue of requests for papers in line with the forward agenda, receive and coordinate papers for Chair review. 
  • Chair review outputs/change requests relayed to relevant business partner for action. 
  • Produce and issue ERCC pack and relevant pre-reads to ERCC Members within agreed timescales.
  • Identified potential quorum issues are flagged ahead of the meeting to the Chair and Deputy Chair as appropriate.
  • Responsible for production of first draft of ERCC meeting minutes ensuring salient points, detailed actions and action owners are captured enabling Deputy Chair review within agreed timelines.
  • ERCC meeting outputs issued to members and attendees following Deputy Chair sign off.
  • Co-ordinate action tracking via the ERCC Log ensuring appropriate liaison with action owners.
  • Provide regular ERCC action updates to ERCC chair.
  • Support BRAC Secretariat in ensuring relevant capture of governance items through agenda forward planning.
  • Accountable for oversight and management of Risk & Compliance Team internal controls including creation and ownership of Risk & Compliance Dashboard.
  • Responsible for driving regular review and maintenance of all Risk & Compliance Team procedures to an agreed schedule, ensuring correct approval can be evidenced.
  • Oversight of the FCA Engagement inbox and FCA Engagement Log Tracker.
  • Providing timely and proactive notification and management of team owned actions arising from wider governance forums.
