Role Summary:
The Programme Support Manager is responsible for all Estates support activity to ensure delivery of key processes, legal document completion, property payments, and elements of property management. The role is accountable for a sizable budget and high work volumes including payment approvals and liaising closely with multiple internal teams such as Legal, Finance, Estates and external Agents. 
Key Responsibilities:
  • Programme Support Management – Day to day running of the support team, dealing with issues, workload management and working closely with key stakeholders in Estates, Legal and Finance.  Support covers; legal document and executive authority processing, payments, change notes, post, property inspection requests, reporting and ad hoc queries and requests. 
  • Service Charge and Insurance – Responsible for the budget of c£5m spend and driving external suppliers to maximise savings (annual target c£500k). Includes review and approval of all payments, regular reporting and working closely with the payments and Estates team.
  • Residential Management Support – Undertake residential Leasehold extension’s including negotiations, procuring valuations and completing agreements.  Review and approve all Council Tax payments/PO’s across the Residential estate working closely with external suppliers. 
  • Payments - Review/Approve various Estates payments which are received (high volume c1,000+).  The role has an enhanced level of financial authority (DAL) compared to other property colleagues given the volume of payments that would otherwise have to go to the Estates Team.  Stand over all Estates payments including CHAPS/BACS. Work closely with Accounts on payment process, payment issues and supplier payment issues, inc bailiffs.
  • Index Rent Review’s – Responsible for all Index Rent Reviews (c350 p.a.), including checking leases, calculating rent increases, negotiating and concluding the review with Landlords, execution of legal documentation and completion of change notes/payments. 
  • Concessions & Wayleave activity – predominantly licences for areas of the business undertaking roll out large project’s which require support (such as EV charging, Open Reach Upgrades etc). Working closely with the Partnership teams, attend monthly meeting to ensure Estates/Lease processes are followed.  Dealing with other ad hoc licence requests from the Estates Team – e.g. wayleaves/temp licences/neighbouring party licences.  Change notes to be completed and logged on Bluebox system.
  • Property Inbox management, large volume of queries from External parties including complaints, working closely with internal stakeholders to resolve including PR.
  • Responsible for standing over Controlled Land Order (CLO) Reporting and responsibility for Estates side of the process.  Work closely with legal and Risk to ensure reporting is correct and accurate in line with agreed regulatory requirements.
  • Ad hoc Property Management – Dealing with less complexed Estate Management Activity Supporting 8 Estate/Resi Managers.
Knowledge, Skills, Experience:
  • Stakeholder Management – Experience working with cross functional teams and multiple stakeholders at various levels across the business
  • High Work Volumes – Experience in dealing with a high volume of workloads across different areas including organising time and prioritisation of key tasks
  • React Quickly - Demonstrate the ability to react quickly to changing demands to the team and deal with urgent request whilst still managing workload.  Proven track record of improving processes and ways of working to influence positive change and drive efficiency.
  • Lease Interpretation – Ability to understand terms of the lease and apply that to deliver the appropriate course of action.
