Role Summary:

To lead compliance, risk and assurance activities across all Co-op trading and non-trading properties, ensuring statutory and regulatory requirements are effectively managed and continuously improved, so that the Property team operates safely, legally and with robust controls that protect colleagues, customers and our business.

Key Responsibilities:
  • Promote a positive, risk-aware culture that drives continuous improvement beyond basic compliance requirements.
  • Provide challenge and hold leaders and stakeholders accountable for meeting Property RHSE standards, policies and objectives
  • Lead, coach and develop the HSE Risk & Assurance Advisor, building capability and supporting succession planning
  • Lead the development, implementation and continuous improvement of Compliance Management frameworks, policies, procedures and standards, ensuring effective controls are in place and operating as intended.
  • Working with the Risk and Assurance Manager, lead the delivery of the annual Risk and Assurance Plan within compliance, ensuring audits, reviews and assurance activities are completed to schedule and deliver meaningful insights.
  • Oversee supplier assurance arrangements, ensuring supplier audits, performance monitoring and compliance reporting are robust and drive continuous improvement.
  • Conduct compliance assurance audits (in a variety of ways) and controls testing across Property functions, from planning and stakeholder engagement through to reporting, action tracking and closure.
  • Provide independent assurance of compliance reporting and dashboards, ensuring compliance data is accurate, reliable and supports informed decision-making.
  • Maintain oversight of Health, Safety and Environmental legislative compliance, including horizon scanning for regulatory changes and implementation of necessary controls.
  • Chair governance groups, working group and forums, providing effective oversight, challenge and escalation of compliance risks and issues.
  • Act as the Property subject matter expert for the designated categories within your role, providing advice, guidance and assurance to Property Stakeholder .  .     
  • Manage the legacy risk updates and ensure compliance to deadlines set within this. Prevent future legacy risk by ensuring decisions to delay are captured and monitored moving forwards
Knowledge, Skills, Experience:
  • Proven ability to drive change and embed a positive compliance culture. 

  • Experience leading compliance improvement programmes and influencing senior stakeholders.

  • Strong strategic planning and resource management skills, to deliver objectives

  • Experience developing, implementing and assuring HSE compliance management systems. 

  • Commercially aware and pragmatic in approach to risk.

  • Technical expertise in fire safety or asbestos management, supported by knowledge of key building safety compliance areas. 

  • Proficient in CAFM and management systems.

  • NEBOSH certificate working towards a NEBOSH Diploma
  • Relevant technical qualification such as NEBOSH fire or other fire safety qualifications (e.g., IFSM, IFE). Asbestos BOHS P405 etc depending on specialism. 
  • Demonstrable continuing professional development (CPD).
  • Chartered Membership of IOSH (CMIOSH) or other equivalent professional body
  • Degree-level qualification or equivalent professional experience. 
  • CDM qualification or demonstrable expertise. 
  • Legionella management training.
  • Internal audit (IIA) or CIA
